To pass a law banning abortion even in the case of rape or incest (which is what I think most pro-lifers want) would be a lot tougher, and yes, hearts and minds do come into play in that case.

If you don't mind, I would like to interject a thought.

How does one enforce a law that allows abortion in the case of rape?

You would only allow abortions in cases of reported rape. A lot of people don't like that approach because they think a women shouldn't be forced to report a rape, but I think that is the only way you could enforce it.
