No. Pakistan may have many militant Muslims but (1)it alone is not a primary source in creating them, (2)it neither has the money or the intellectual weight in the Islamic world to inspire non-Pakistani Muslims.
It needn't have the money,the Saudis can provide that-they provide the hardware training.Why is that nearly every bomber who was indicted for the attacks in London,Madrid & elsewhere went to Pakistan at some point(& not proceeding to Afghanistan)???????????????????????????????????????????????????
