Iran faces a dilemma. It can neither fully accept nor reject the package of incentives offered by Germany and the United Nations Security Council's permanent five (the United States, the United Kingdom, France, Russia and China), irrespective of the growing international pressure, the UN's deadline of August 31 and the threat of international sanctions.

UN sanctions, why they must be quaking in their sandles. Yes let's negotiate with them in earnest while they continue to work on nuclear projects they want to use to kill us with.

Experts say Iran may be using the negotiations as a stalling tactic until the August 31 deadline to observe what positions Russia and China take. Both countries have given mixed signals on whether they would support the application of Chapter Seven powers, which enable the Security Council to impose sanctions or employ military force, should Tehran choose not to suspend its nuclear programs by the deadline. The head of Iran's atomic energy program said the country's nuclear capabilities, at least from a scientific standpoint, had advanced to the point where "suspension of uranium enrichment is not possible anymore" (CSMonitor).
Bill Samii of RFE/RL examines potential responses by Iran, should the United Nations impose sanctions. One possibility is Iran, which accounts for 10 percent of the world's oil reserves, could restrict oil experts and further cripple energy markets. Another is Iran could pull out of the NPT. Then there is the outside chance Tehran might use military force somewhere in the region, a threat highlighted by recent tests of its naval forces.
Iran will always have the (C)BS option.

The way we got screwed with those sanctions it's amazing we want to come back for more. The "world" blamed us for 10000 Iraqi children dying a month while THEY were selling to him under the table. They got us in both ends on that deal.
Yes the UN will undoubtedly use the comfy chair on the Iranians. The Iranians are really going to regret this.
The UN has ZERO enforcment ability. In fact the UN Security Council that Bush says needs to be heeded could turn on us at any time. If I was a dirty godless pirate regime I would say "yes, give me the money Mr. US taxpayer", and continue with my nuke program until finished.
Sanctions?
As long as countries like France and Germany are around these sanctions will be meaningless.
As long as they can make a buck they will ignore sanctions.
