When terrorists attacked on Sept. 11, they killed Americans and destroyed infrastructure, but they did not directly damage America.
Surprised?
Consider the fact America is a concept - an idea about how people can and ought to govern themselves, crafted by visionary men at a critical time in world history. Intelligent, well informed, humane, creative and far-seeing as they were, our national founders devised a system with legislative, judicial and executive branches that they felt would actually work. And it did. In the 200-plus years since their time, Americans fine-tuned and adapted that model to give us modern America - a system which, despite shortcomings, is one of the best ever devised. Terrorists can do nothing - directly, at least - to this powerful ideological foundation of our country.
Unfortunately, they animated a dim bulb president and the shrewd Roves, Cheneys and other socio-cons who manipulate him. Under the smokescreen war on terror, this team Bush has damaged the real America far more than any terrorist could hope to do. Torture, detention without trials, and spying on Americans do not defend America - they damage America.
Bush states that he is not bound by laws passed by Congress. He lies, sues critics, stiffs congressional requests for information, shuttles taxpayers' dollars to faith institutions, unilaterally repudiates treaties, gives oil companies royalty breaks, enforces fundamentalist agendas and stifles science - for starters.
All of us, including former Bush supporters, want to defend the real America. To do that, vote Republicans out of office this fall!

Where does bush state that? Actually, laws passed by Congress cannot become law unless he signs the legislation into law (or unless both the Senate and congress has an overwhelming constitutional majority)
