If they asked in the beginning and if the answer was "yes" the applicant was shown the door, all this would be solved at no cost.

I am pretty sure that faked asvab scores, faked documents showing age, and financial or family irresponsibillity all make up a bigger chunk of that "all reasons" than homosexuality.
