They had no idea about this development, they terribly underestimated Lybia's capabilities..
I think this is more worrysome, than the possibility that they overestimated Iraq's capabilities (which I still don't think has been proven, the WMD may turn up yet)
I think the main reason is that the Dems hamstrung the intel services by virtually eliminating human intel.

Ah yes, Our wonderful "intelligence" at work. The long-term national security threat is not from terrorism but from Red China.
Policy wonks (The ones who shouldn't run the intel) poo-pooed the insurgentcy terrorist rebellion post-war senerios.
Consider that even back in WW2, a single sailor throwing a single hand grenade into the water at the right time and place (read: luck) could stop a torpedo attack or an enemy diver.
But today, when we have vast computational resources available, we still haven't established automated mortar and depth charge systems to protect our surface ships from sub-surface attacks (e.g. torpedos).
Instead, the perfumed princes amidst our admiralty are spending vast amounts of our Navy budget on glory items like rail guns (stand off weapons).
Sad.
Technologically, torpedos, even supercavitating designs, are obsolete (we have the sensors and the computing power to explode underwater ordinance in precisely the manner required to defeat all such attacks)...but *operationally*, they are still a threat simply because our Defense funds have been misappropriated for things other than sub-surface point defense.

The thinking of the free traders -almost cult like - is that if nations are in trade relations with each other it prevents wars because the love of making money outweighs the base emotions that go into waging war - though I don't know why the love of making money is not viewed as a base emotion by these free traders.
Of course they tend to overlook the fact that in some cultures making money is the base emotion and that sacrifice in the name of nationalisim/religion, etc is viewed as more important. Of course the free trade cultists will tell you that they purpose of free trade is in reality subversion of this fact and that free trade and the love of money/trade/commercial goods/leisure time that will come from that will do the converting away from hot nationalism and all "isims".
We shall see where this free trade cult leads us.

Well it doesn't matter whether the tech is Israeli ,Russian or Ugandan-if it's good,it is going to be a threat-simple as that.Besides the Chinese have the money-why can't they get quality items.I don't think u will see a lot of Israeli stuff in China now-they've pretty much stopped all sales since about 2001 due to a combination of American pressure &Chinese treason(selling to Syria,Iran et al).
About this particular sub-it is probably a modified variant of the 'Song' class diesel sub-the first variants of the Song was riddled with problems,forcing them to buy the Russian kilos.The Song class was designed to operate the C-802/803 anti-ship missiles,much in the same category as the French exocet&US harpoon.But ud have a real problem if they equip it with the brandnew Russian 'KLUB'anti-ship/land attack cruise missiles.These missiles have been ordered for eight new kilo class subs being built in Russia.These are supersonic &could pose a real threat to American ships(let alone Taiwanese)&possibly could be used for a strike on US bases in Japan
