I believe he quoted the “In politics, and in life, ignorance is not a virtue.”
He tweeted both sentences.
His tweet was a quote followed by a comment on the quote, citing the Traitor in Chief.

Looks like it pissed off some of the right scum (like Adam Geivan).
Quotation marks were signifying actual quote. Rest was his own and he claims it by leaving it out of quotes.
