The quote is from Obama’s Rutgers commencement speech. Widely reported to be a slam on Trump. But Trump slams it right back in Obama’s face.
He used quotation marks, and it was accurate.
I cannot disagree.

And last but not least, it is clear from his Twitter feed that he has “named” the NYT. His word for them is “failing”. He’s consistently used it at least a half dozen times over the last couple days.
