But “which” law? The Charlotte law? The NC law? He’s clearly talking down the NC law, like he disagrees with it. His implication is that he is defaulting to “pre-NC law” reality. Yes, it’s admittedly pretty incoherent, like so much of what he says. But he surely wasn’t “praising” the NC law.
