Federal authorities do not allege directly that Alrababah provided documents to the terrorists. Instead, they say he was part of a growing enterprise that obtained bogus [??] Virginia drivers' licenses for illegal Arab aliens. These terrorists went to great lengths to obtain "legal" documents via illegal means.
It appears this person actually ended up turning himself in by reporting his familiarity with some of the terrorists. Either that, or he heard footsteps behind him.
