I can't see Bush signing this monster. If he does he can kiss my vote good bye in '04 since signing says he doesn't care any more about the Constitution than the average Dem.
I can't see Bush signing this monster. Well, that's not what the smart money says. Most insiders believe he will sign it and depend on the Supreme Court to overturn it. If so, he's a coward. I hope he's not.
