It sounds like this law was rushed through with the specific purpose of targeting speech it disapproved of. Would they have dared to enact a law prohibiting demonstrations outside of any other facility? (Although the article doesn't make it clear, I'm assuming these religious services are held out in public.)
There's that pesky 1st Amendment, which guarantees "the right of the people peaceably to assemble," and there shall be no law "abridging the freedom of speech."
