I would have assumed that as well. Apparently swapped plates is considerably more serious than expired? And if the insurance situation isn't squared away that probably compounds it.

Probably the first thing a cop thinks when he runs plates that come back for a different car is "stolen car."

I recently bought my wife a a late model used car from a dealership. They took the plates off of her old car and put them on the new car. You usually have 48 hours to contact your insurance carrier to change the coverage.
