The Church, per Paul’s admonition, has always tried to prevent people from bringing judgment upon themselves by receiving Christ, in the sacraments, unworthily. Essentially, everything, of whatsoever kind, is between people and the their judgment with God, so why even preach the Ten Commandments.

Denial of Communion in those cases specified by Canon 915 has absolutely nothing to do with the would-be communicant’s conscience or the “state of his soul,” as Wuerl likes to put it.

Canon 915 is about FACTS. Is the person obstinately persisting in MANIFEST grave sin? Then the minister of Communion is FORBIDDEN to give it to him. If he does, the MINISTER of Communion commits a mortal sin.

Wuerl is a liar. He lies about Canon Law, the moral law, and practically anything else he talks about.
