I’ll bet it called for massive transfers of money from the USA and other “wealthy” countries to “poor” countries.

Is this covered by papal infallibility?

I don't think a pope can "canonize" theories and programs outside of the field of faith and morals even if he tries. However, the embrace of the UN agenda by Rome is indeed weakening the teaching authority of the Church in our generation.

If His Holiness indeed scrapped the encyclical it is probably a very good thing.

I still hold with the idea of reading the encyclical first. The Pope is in a unique and precarious position in a world troubled as in no way before. We don't know a fraction of what that entails. He needs our prayers, daily, as all Catholics should be doing. We receive our info as it trickles down, often through the sieve of the MSM: and the more sources it goes through, the more misinterpretation and propaganda it is subject to: especially by haters of the Church.

EWTN and the Vatican website have quotes, in context, unlike the MSM. Check out Fr. Mitch Pacwa, and you'll find a Jesuit who is not only learned in theology, but in several languages and has permission to celebrate both the Maronite and Roman Rites. He sticks to Church teachings, speaks his mind with no punches pulled. He even has a live call in show. Not all Jesuits are of the Georgetown ilk. The MSM has been speculating and reporting its biased opinions since it was announced that the encyclical had been proposed. There is so much quoted out of context and biased; read the material for yourself as it comes out, and form your own opinions. Don't let the MSM succeed in their agenda: it's been anti-Catholic long before Francis.

If the encyclical is neutral about the Global Warming Hoax, it will consist of nothing but stale platitudes about “stewardship” and so on, and will be forgotten in a week.

If the encyclical endorses the Global Warming Hoax, it will be the scandal of the century, because the earth has been cooling for 18 years and 6 months. It will be the first encyclical in history to teach a manifest, provable hoax.
