You only have to “register” in the USA if you want tax free status. If you want to be a ordained a priest and minister to people or be a nun or be a monk in the USA, you don’t have to register with anyone.
The only exception is if a priest wants to perform weddings recognized by the state. What is happening in Russia is entirely different.
