A cleric appointed by the cathedral chapter to administer a vacant episcopal diocese. The bishop's ordinary spiritual and temporal jurisdiction becomes the responsibility of the chapter when a vacancy occurs. But the chapter in turn must elect a vicar to assume this authority within a specified short period of time. when a diocese has no chapter, the board of consulters or its equivalent elects an administrator.
