Hate crime laws were created to put normal people in jail for anything they say or do, or don’t say or don’t do, while allowing the officially-designated victim groups to murder and maim normal people without being prosecuted.

Are they still counting Hispanics as ‘White’ when they commit these things, but as ‘Non-white’ when they’re the victims? And are the statistician-manipulators still doing all they can to avoid counting any crime against white people as a hate crime, even if the criminal is making reference to the victims’ race throughout?

Only because they won't record them as such. There have been so many cases of whites/Christians being the targets of "wilding" behavior with racist words being used and the prosecutors basically denying that they could charge them with hate crimes.
