Two thoughts:

1) The reporter couldn't get a picture of this item?
2) The nuns put it in the cellar and forgot about it?

Fascinating. I’ve never heard of this kind of reliquary before, but it certainly seems as if that’s what it is.

Best guess...Made by the sisters..

The relics?? Who knows. They pass around relics like potato chips?? Me thinks not. Sounds like the nuns made it and maybe gave it to the bishop and he returned it as promised.

The significance is likely in the design...and nothing more.
