Why not make every attempt to educate a lesson in chastity? Forget about the condoms. The sick, sinful culture (every married man has many lovers) of these people has brought this scourge upon them. The liberals say let's not treat the source of the illness, let's encourage one of the symptoms.
Now take poor Carlos, for instance. How are condoms going to help him? He is, first of all, unmarried. He should not be having relations with anyone. Second of all, he is sick. He should not be having relations with anyone, whether he is married or not.

Condoms are no solution for a society which lacks the basic virtue of marital fidelity, they will only make it worse. Condoms will simply prolong the epidemic which will only be over when all the adulterers, fornicators and homosexuals are dead.
Of course, if we weren't being sensitive to their culture, we'd be deemed bigoted.

Apparently Maradiaga is one damned lousy Catholic leader.

Some folks hide behind being pastoral to hide their open dissent from Church teachings.
But it is not "being pastoral" to tell people that that which is dangerous and sinful is OK.
The Church will NEVER approve the use of condoms "to prevent AIDS."
Condoms have a 10-15% failure rate at preventing pregnancy, but a woman can only get pregnant about 7 days out of a typical 28 day cycle.
That's 25% of the days of an average cycle.
However, she CAN get AIDS 100% of the days of her cycle, so the failure rate for condoms in preventuing AIDS would logically be at least twice that of preventing pregnancy, at a very conservative estimate.
The Church will NEVER recommend a woman play with Russian Roulette when she has greater than 1 in 3 odds of eventually contracting this deadly disease using condoms. The Church realizes that human life is a greater good.
ANYONE who promotes condom use to prevent AIDS by married couples is a fool and is endangering the lives of woman in their care, all under the pretense of being "pastoral."
Maybe that should turn to Jesus Christ and ask Him to send the Holy Spirit upon them. With the HS, all evils can be overcome, and they will no longer be slaves to depravity. It's high time that people quit worshipping the false idolatry of sex, and returned to the one true God. Following old fashioned rules will free them from all worry concerning AIDS and other sexually transmitted diseases.
