Bad News: Davis has 400+ bills sitting on his desk he can sign even after he is recalled.

On KFI this evening the hosts of the John & Ken show said that Gray Davis is sitting on over 400 bills.

They claim that he can sign these bills even after he is recalled. I believe they said he had 28 days after the election to sign these bills and make them law.

Can someone verify this?

If true, this is bad news for California.

If a new Governor is sworn in I suspect Davis cannot sign anything else into law. That would be something like 9AM day after the election wouldn't it?

I believe the Secretary of State has several days before he certifies the election. Davis will remain in office until this certification takes place.

Yes... unless Davis has the strength of Superman, he can't sign all of the Democrats' bills into law by the next day. 400+ bills. If he took a minute to sign each one with out resting, it would take him 40 hours and he doesn't have 40 hours after the election. His successor would be sworn in the next day.

John & Ken claimed that they spoke with the Secretary of State's office and that Gray Davis has 28 days from the election to sign the legislation sitting on his desk...

So if this is true then Gray Davis can sign all the most liberal and controversial legislation he is now sitting on, after the election.

He would have plenty of time if that's the case. I bet that's why the Democrats rushed through their most extreme proposals. If Arnold gets sworn in, there's a big roadblock standing in their way. Its called the veto.

I wouldn't worry too much about it.

If there are bills on his desk concerning gun control, more spending, or more benefits for illegals, Arnold will be more than happy to sign them once he takes office.

that would be truly bizarre--it would mean that a NON-governor has the power of a sitting governor.
I find that hard to believe, even of California.

I wouldn't want to be Davis if Arnold wins. Just picture this:

Arnold walks into the guvs office and Davis is sitting it the guvs desk signing away. Davis goes flying out the door, literally.

but a state can't have 2 Governors! How can Davis sign laws after he's replaced? That sounds totally wrong.

But if the Secretary of State takes weeks or a month to certify the election, Davis will still be governor and he can sign all the legislation he wants.

Also, John & Ken talked about the possibility that we will have a new Governor but Davis can still sign into law all of this radical legislation.

He has 400 bills that represent radical policies he does not want to sign before the election. The theroy is that Gray Davis doesn't want to sign them before the election due to the possible public backlash to it.

I think you need to retake remedial mathematics my friend. The answer is 6 and 2/3 hours.
