The call for McClintock to withdraw right now, or the tactic of calling him and his followers names for not doing so, is not productive and isn't good for the party.

Roger Hedgecock, the San Diego talk show host responsible for tens of thousands of recall signatures in San Diego County, is on a well-deserved vacation and has offered his popular show as a forum for the major candidates for Governor to interact with the voters of California.

I have a question, and I hope Tom will address it before someone has to call in:

Where is the car tax repeal initiative petition? He has two, and he said he planned to choose just one to circulate, but his webpage hasn't been updated; it still says they're waiting for the Attorney General. I looked on the Secretary of State's webpage, and both initiatives have qualified to be in circulation and have the deadline January 12, 2004.

The constitutional amendment eliminates the VLF completely as well as redefines the term "tax" to include what the democrats insist are "fees."
The statutory initiative reduces the VLF to $1.

Amends California Constitution to: ban vehicle license fees; exempt registered vehicles from property taxation. Establishes "Local Government Independence Fund" to allocate specified funds to cities and counties. Beginning in March 2004, amount equal to collections under prior applicable vehicle license fee law must be transferred from state's Retail Sales Tax Fund to Local Government Independence Fund. Defines "tax" to mean, with certain exceptions, any monetary exaction imposed by a governmental entity. Authorizes persons and entities to bring class actions and other suits to challenge taxes. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Net state loss annually of $1.8 billion under normal budgetary conditions, ranging up to $6.3 billion under difficult budgetary conditions. Amends the state Revenue and Taxation code to set the annual license fee for owning a vehicle, except for a trailer, semi-trailer or trailer coach, at $1.00 (one dollar), instead of the current rate of 2% the vehicle's market value. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Annual state savings of up to $4.5 billion and additional income tax revenues of roughly $200 million annually. Local government revenue losses of approximately $6.5 billion annually.

Yes, Roger invited all the major candidates, but Schwarzenegger has refused, so far, as have Bustamante, Huffington, Davis (non-candidate), and others; obviously the equal-time broadcast provision doesn't apply to candidates with too little support. I'm sure the big-name candidates can reconsider if they want to come, and the show will reschedule the other hosts. Simon and Issa initially were interested, too, but Simon dropped out, and Issa hosted yesterday's show.

Here's the schedule, as of Tuesday. Usually 3-6PM, unless there's a Padres game, in which case the show ends 1 hour before the game. Call in to show at 800-600-5646.

Wednesday, yesterday -- Darrell Issa
Thursday, today 3-6PM -- Tom McClintock, GOP candidate
Friday, 1 hour -- Joseph Perkins, columnist from the San Diego Union Tribune
Monday, Labor Day 3-6PM -- Melanie Morgan, radio host from KSFO in San Francisco
Tuesday -- probably Eric Hogue, radio host from KTKZ Sacramento
Wednesday 1 hr -- Audie Bock, Dem candidate
Thursday -- Howard Kaloogian, from Recall Gray Davis for first 1.5 hours
Thursday -- Peter Camejo, Green candidate for second 1.5 hours
Friday -- Joe Perkins again, chairing a discussion among several columnists and journalists

I know one of our District Assembly Candidates, Mike Robinson, is working with Tom to circulate the car tax petition. At the bottom of Mike Robinson's website is a place you can sign up for a copy of the petition "when they become available". He probably knows what is going on with the petition and is pretty responsive to e-mail inquiries. Here's a link to his website:

Thanks for the link. Actually, I hope McClintock can get more news coverage for the car tax repeal amendment, since the populist appeal of the initiative will help him get attention.

By the way, have you looked into the candidates for Assembly? Besides Mike Robinson, other candidates may include Audra Strickland (wife of Tony Strickland).

I have talked to Audra Strickland and with Jeff Gorell. I publish a little newsletter/maintain a Freeper Chapter forum called the Ventura County On-Line Conservative Forum. MCCLINTOCK: I’m challenging him to sign both.

If he does not, do you think that Californians can trust him not to raise taxes?

MCCLINTOCK: No, I do not. He has surrounded himself with the team that imposed the biggest tax increase by any state in American history in 1991 here in California—a tax increase that broke the back of the state’s economy, that turned a recession into a near-depression, and needlessly prolonged our budget problem years into the future, until the state ended in de facto receivership in 1994. He has Warren Buffett, who is perhaps the most outspoken advocate of higher taxes in the country. His aides have been waxing eloquent over the number of circumstances that would justify a tax increase--and even though later retracted, it reflects what clearly is a discussion ongoing within Schwarzenegger’s circle. The positions he’s taken have been identical to those taken by Pete Wilson in 1990, when he said he wouldn’t raise taxes, that Dianne Feinstein was the big taxer. But every time he was asked to take a no-tax pledge, he pointedly refused to do so. And of course, his first act as governor was that massive tax increase in 1991 that broke all records for state tax increases.

Senator, considering the state faces a much-publicized $38 billion budget deficit, if you don’t raise taxes, how are you going to bring that budget into balance?

MCCLINTOCK: Bear in mind that California is spending a larger portion of people’s earnings than at any time in its history and delivering less. We are spending, in inflation-adjusted dollars, three times what [Democratic Gov.] Pat Brown spent in the mid-1960s, at a time when the state was delivering a first-rate level of service, including the finest highway system in the world, the finest university system and public school system in the country. We were bringing down the state water projects and building hydro-electric dams that today are producing electricity for half-a-cent a killowat-hour. All of these works of government were costing about $1,000 per capita in year 2000 inflation-adjusted dollars. The state of California today is spending over $3,000 and delivering nothing.

So what do you do? If you simply restored to California government the same freedom that every family and business has to shop around for the best service at the lowest cost, there’s about $9 billion in savings across all departments, according to the Reason Foundation’s recent survey of the state’s finances. Streamlining the state’s bureaucracies—that means abolishing agencies that duplicate local or federal jurisdictions, that overlap each others’ responsibilities, or that are performing services the private sector could and should do by itself—involves about another $6 billion in savings

Yes! Go Peter Go! I wish Roger's show was on in SF, he pulled 15% in that area in the last election. Because of the media not wanting to split the wacko vote, he's disappeared.

I was eating lunch yesterday with my liberal co-workers, and one of them actually said that he'd heard an interview with Tom McClintock, and liked what he'd heard. He was thinking of voting for him.

The pro-life stance bothered him, but that's a federal rather than a state thing, so he could overlook it.

I was pretty shocked. Some liberals do realize that government in California needs to be fixed and that the deomocratic candidates don't seem to be able to do it.
