[history]
The leading candidates fighting to replace California Gov. Gray Davis in a historic recall election will face off in a September debate characterized as a "conversational give-and-take."
The 90-minute round-table debate, sponsored by the California Broadcasters Association, will be held at California State University at Sacramento. Only candidates who receive at least 10 percent support in any of three major polls before Sept. 5 will be invited.

"Mr. Davis won't be part of the September debate, but will be offered the chance to make a taped appeal to voters and provide his perspective on the recall."

So this is the real reason for the debate. He can't be there because he lacks the percentage, and doesn't qualify as a candidate, but he is still going to be allowed to get his two cents in. Where is the equal time for the real candidates in this "debate" that won't be selected?

Gray Davis is NOT on the second question and can't participate in the debate.
