Schoolgirl prostitutes loved the short, fat, balding man because he promised them payments well above market rates.
Others were more reserved about the Japan Post Hokkaido Post Office official simply because he seemed to keep to himself, an aloofness required by his position as a watchdog for the newly privatized body's internal affairs.
But far from being the detached figure he appeared, 37-year-old Toshio Kobukata was a demon. He duped, according to Shukan Jitsuwa (6/26) hundreds of junior high schoolgirl prostitutes into sordid sex sessions he filmed and sold the footage over the Internet until his arrest this month for breaking the Law Banning Child Prostitution.
Kobukata used mobile phone dating sites to promise schoolgirls sums of anywhere from 20,000 yen to 50,000 yen a session, then pick them up in his car and escort them to Sapporo love hotels once an agreement had been made.
Though many young girls nowadays do all they can to appear over 18, Kobukata apparently wasn't interested in that type.
"He'd take videos of the sex scenes with the girls. To make the movies more commercially viable, he made sure the junior high schoolgirls wore their school uniforms throughout. Police were able to tell from the uniforms which school the girls were attending and that helped them find Kobukata," a Sapporo beat reporter tells Shukan Jitsuwa.
Luck was also on the crimefighters' side. A man in Saitama Prefecture who had bought one of Kobukata's dirty movies through an Internet auction led the police directly to the Hokkaido postal worker.
As bad as his frequenting of child prostitutes, the men's weekly says, was Kobukata's penchant for leaving them high and dry.
"He'd give the girls excuses for leaving the hotel like his videotape was about to end and he was going to get a spare, or say that his money was in the car and that he'd go get it and be back in a minute. But, instead of returning, he'd drive off," the hack tells Shukan Jitsuwa. "He seemed like a decent, trusting type, so the girls all believed him."
It was only after Kobukata failed to return to the room that the girls realized they'd been suckered. But they couldn't do anything about unless they want to get themselves in trouble as well.
Kobukata lived alone in a fancy Sapporo apartment.
"He moved in here about two years ago. He had a woman with him at the time, but she left after about one month," a neighbor says. "Once she'd gone, I never saw another woman go in there."
Police have seized video cameras and over 400 videos featuring scenes of schoolgirl sex from Kobukata's home. He admits to the allegations against him, telling the police he was short of cash and needed to run a side business. Postal officials are holding off before punishing him.
"We haven't been able to see Kobukata as yet, so we haven't talked to him about the accusations he faces," a Japan Post official tells Shukan Jitsuwa. "We will deal with the case once some sort of ruling is handed down. We have betrayed the trust of our users, which is a crying shame."
