I find it hard to believe that even the Clinton State Department would have signed a carte blanche for all PLO officials instead of agreeing to a list of specific individuals.

Otherwise, everytime a terrorist was arrested for a crime committed before the accords, the PLO could just issue a communique stating that the terrorist was the PLO Chief Minister in Charge of Shooting Babies and was therefore protected from prosecution.

Even if Abbas cannot be held criminally responsible, he should have to face his civil responsibilities. US authorities should bring him into the US and hold him as a flight risk while the Klinghoffer family sues him for the death of their father. He is not a PLO official. He is a former official of the PLO.
