What would happen would be that Richard Cheney would become President for the remainder of W's term and GWB would be eligible again as a candidate.

What would happen if they removed VP Cheney would be that the Speaker of the House would become President. Next in line would be Sen Ted Stephens of Alsaka as President Pro Tempore of the Senate and next in line is Colin Powell.

It won't happen, because the Republicans have majorities in both Houses of Congress and only Congress can convict (House) and indict (Senate)
