Israel aid in US 2004 draft budget: At least $2.776b

$136 million is budgeted for the Arrow anti-ballistic missile system.

The draft budget does not include the special aid request.

The aid package for Israel in the 2004 US draft budget is at least $2.776 billion. This sum includes US participation in the Arrow anti-ballistic missile system. Israel is continuing to receive the largest share of US foreign aid.

$136 million is budgeted for the Arrow, of which $66 million for improvements in the program, and $70 million for manufacturing of components in the US and Israel to meet Israel’s defense needs. Under the agreement with Israel Aircraft Industries, Boeing (NYSE:BA) will make most of the Arrow’s components.

Current aid to Israel will be $2.64 billion, including $2.16 billion in military aid and $480 million in civilian aid. Aid to Israel amounts to $2.9 billion in 2003.

Current aid to Israel is calculated under a formula prepared by Ministry of Finance director general Ohad Marani when he was Economics Minister in Washington, and then-Minister of Finance Yaakov Neeman, following a speech by then-Prime Minister Benjamin Netanyahu to Congress in which he committed to weaning Israel off US civilian aid.

Under the formula, $120 million is cut from the civilian aid each year and $60 million in added to the military aid. Civilian aid is scheduled to be eliminated in 2009 and military aid will total $2.4 billion a year.

The US 2004 draft budget does not include Israel’s request for $4 billion in special military aid and $8 billion in guarantees for loans taken from commercial banks. The Bush administration has only just begun discussing the request, and the process will take several months.

Congress has to approve all the items in the Israel aid package. Legislators may increase US participation in the Arrow or other weapons programs.

I am very happy to see these responses. I was afraid the "we should spend the money at home" and the whole isolationist crowd would come out of the woodwork.

One of the few times our government will spend $2.16b and get something useful in return.

Nice comments on this thread so far. I think it should be mentioned that the EU and the UN make sure the Palestinians get funding. It doesn't approach $2.7 billion, but it's more than they deserve.

Let's round everything off here. Israel is looking to get about $2.8 billion in aid from the U.S. next year, plus an additional $4 billion in special military aid and $8 billion in loan guarantees. This represents a total of $14.8 billion in one form or another.

Forget about whether the money is "well-spent" or not. Israel's total GDP is only about $120 billion (according to the CIA World Factbook), which means that more than 12% of their GDP is derived from foreign assistance of some sort.

Anyone who has heard me state that Israel as it exists is not a "viable" state might want to look at these figures and reflect on that.

Isn't that less than usual? Can we take $1 billion away from Egypt and $5 billion away from Africa AIDS relief (let Mugabe and Mandella pay) and give it to Israel instead?

Israel has a real problem with socialist economy, unions, regulation etc...
I oppose all economic aid to Israel because it only propos up the socialists. Thus it hurts Israel in the long run.

The 8 billion in guarantees is over a few years.

Thanks for clarifying that -- I stand corrected.

Though I'm still surprised at how small their GDP is compared to the aid they get from the U.S. every year.

As it now stands, Israel's GDP Per Capita is about double that of Saudi Arabia's, and we're sending them our tax dollars?

They do not need our money. Cut taxes and all foreign aid.
