Aside from your points on why Spain & the Portuguese are responsible (I agree) what does this ship have to do with the US? Why would we be a part of the problem or solution?

Let the Spanish & Portuguese hire any expertise they need - buy THEY pay for it!

IIRC, under international law, a ship that fails to render aid when it would not be in immediate jeopardy to do so inherits the liability for the vessel in distress.
