IIRC, under international law, a ship that fails to render aid when it would not be in immediate jeopardy to do so inherits the liability for the vessel in distress.

How about a port refusing to render aid? Isn't that also a violation of the same laws? It seems to me it is, but I admit to not being an expert in international sea laws. Possibly living in the midwest has something to do with my lack of expertese. Lake Michigan doesn't get too many forgien vessels (a few, but not many).
