Man's Law or God's Law -- Which Should Take Priority?

Is it possible to reach a consensus on what is God's Law? I suppose it is possible among followers of a particular religion. But since we are talking about 'laws' it seems all believers (and non-believers?) have to be in agreement. How would you accomplish this?

That's the problem I have with the title of this post. What is god's law? Is it the Taliban's interpretation of god's law? An othrodox jew? Those that talk about "god's law" just mean "My interpretation of God's law"
