Good question. Well, since men make man's law I don't think it's possible to reach a consensus here. Political process determines the law.
As far as God's Law is concerned, the believers claim that it's absolute, it exists independently from men, it's revealed, not made. That's why I asked whether it's possible for all to agree on what it is. Regards.
