Mr. Rumsfeld, one of the Bush Cabinet's most hawkish members, wants these covert warriors to capture or kill terrorists outside civilian law enforcement, where operations can take months to win approval. As I said, maybe Rummy should be president.

Whatever final plan Mr. Rumsfeld approves must be approved by Mr. Bush. The president is said to share the defense secretary's thinking on the need to eliminate al Qaeda members at a faster rate.
Way to glean an article to hear what you want to hear. You complimented Reagan earlier in this thread. Do you know why he was so successful? Because he surrounded himself with capible people to help get things accomplished. This is all that is going on here. Rumsfeld is doing his job. It has nothing to do with whether or not he should be president. The presidency is not something that cannot be micromanaged.
