No, housing is expensive because of zoning laws, environmental impact studies, building codes, and NIMBY activists.
I don’t want to live next door to 50 people packed in a house, do you?

Move to a locality that has high occupancy limits and cheaper housing.

The state should butt out and leave it to the localities.

A minor reason. The big reason is failed Land Use Planning.

Perhaps. But where are the tens of millions of ‘newcomers’ going to live? Are there tens of millions of homes sitting empty? Of course not. There is something somewhere about ‘supply and demand’ that might affect housing prices.

Agreed. I generally like to keep laws and regulations at as local a level as possible, but conceptually I’m not against loosening such limits. I would think some case could be made for impermissible discrimination based on family unit/formation.

Here in Wisconsin I have managed several apartment complexes and we have always followed HUD guidelines. 2 per bedroom plus one extra. So, in a 2 bedroom apartment 5 people would be the maximum and 7 in a 3 bedroom. That doesnt seem unreasonable to me. Although it may be racist.
