Who wants to be the shake down man for the looters? The one responsible for getting the salary of bureaucrats who harass us? Who wants to work for evil? Pilate had no problem finding enough sadistic soldiers to take care of the people in his custody. Current times are not all that divorced from the Roman Empire.
