No, the talks were going fine until Putin ordered the Kremlin to order the negotiators on the Russian side to put the 2021 ultimatum to NATO on the table as a non-negotiable.
Remember that ultimatum? No? Well, how about ya read what was in it... and then actually try and understand what Russia wanted NATO to agree to.

Article 6: utterly impossible; to achieve it would require 30 countries to agree to a complete rewrite of the NATO charter, in Russia’s favor, while Russia was threatening eastern European NATO members.
Aside from NATO never going to sign it, the mere act of putting it on the table for UKRAINE to sign when Ukraine (as we keep being reminded by the Putin-tards) isn’t even in NATO, killed the deal that the Russian negotiators had already pretty much agreed to.
Russia’s negotiators QUIT, they were so astounded at the gobsmacking retardedness of their own government.
Boris turned up a few days later, took one look at what Russia had insisted on adding to the deal already done, and said there’s no way in this multiverse that NATO would ever sign it...
So Ukraine didn’t sign it.
It’s quite the chutzpah from the St Petersburg propaganda mill to sell this as a “Boris killed the peace talks” thing, when the thing that killed the deal was Retard Putin insisting on putting a NATO ultimatum on the table and telling UKRAINE to sign it on NATO’s behalf.
