No more pseudo cease fires. Keep going. Anyone in any underground structure should be entombed for all time. Carve a canal from the Mediterranean Sea to the tunnels. Unless absolutely necessary, not one soldier should enter any tunnels / unground structures. Drown them, seal them in.
