Have her present her evidence formally, and if it’s found to be evidence of war crimes, react accordingly. If her evidence is just a bunch of slanted propoganda and hurt feelings, pull her clearance, fire her for cause, and then prosecute her if she deliberately caused an international incident outside her authority and using false pretenses.

Since when are nations that are attacked in a war responsible for providing their enemies with food, water, fuel, and electricity? Maybe the State Department should tell Russia they are required to provide all that to Ukraine, or they will be guilty of “war crimes”.
