The city of Rochester has asked a state judge to order an out-of-town real estate investor to pay more than $131 million for code violations at derelict properties he owns.
The request is by far the largest judgment sought since the city began more aggressively pursuing neglectful landlords in court a year ago.
Citations for rodent infestations, holes in walls, smashed windows, and dilapidated roofs are among the more than 470 violations that have accumulated at 15 single-family homes and apartment houses owned by Meyer Hirschhorn, of Rockland County.
Hirschhorn, who has real estate holdings across New York and New Jersey, acknowledged in an interview that the properties in question are “in shambles,” but said he does not have money to repair them and anticipated eventually losing them.

It's been this way ever since the eighties when crime took off and now Rochester NY has one of the highest per capita crime rate of the entire country.
His first mistake was owning property in Rochester.

Had a friend who did section 8 and other low income housing. The core of his homes were built like bomb shelters. Everything that could wrecked or stolen was built the cheapest way possible. Why? Because he knew the tenants would almost certainly trash the places before moving out. There were rare exceptions but that was generally what happened.

I lived in student housing a number of years ago while attending college - the walls were cement and several feet thick. Floors same.
Found out later the building had been constructed as low-income, Section 8 housing - but became student housing instead.
There is law enforcement, which is to enforce the law. Then there’s code enforcement, which is all about revenue generation. Tallahassee decided it would have all new departments that were “self-financed.” One was the EPA, so we have a federal, state, county and city EPA. They wrote a huge number of new codes so they could literally walk down any street and write thousands of dollars in fines. But they pick on landlord owned properties because landlords have only one vote. I moved out of Leon (Tallahassee) county because the government was on everyone’s butt 100% of the time. They get millions of dollars in what are essentially taxes for just being in their jurisdiction. Codes have the force of law and you can go to prison for violation...or, the judge will let you buy your way out of criminal liability for an additional $1500 for a program intoned to keep you from getting into drugs...yeah...You have to pay to go through a program to stop you from getting into something you already have nothing to do with.

So, first the government prevents the landlords from collecting rent that is owed them, then it sues the landlords for not paying the taxes. Is that right?

I take the brick, put it into triple freezer gallon bags & place that on a hard surface-—like a sidewalk or garage floor. HIT with hammer to break it up into smaller pieces & crumbles. Keep moving contents in the bag.
Then, I put behind appliances & into other corners to get mice. NOT where dogs/cats can get into. Under decks. Into gopher holes & other places that ground critters abound.
I already have fresh dirt movements on my property-—gophers are getting ready for another bad winter.
BUT the name of that stuff is correct——ONLY ONE BITE NEEDED. Costs me about $9 for a brick. Used to be able to buy one brick at a time-—but then state said only can buy by case-—so I buy a case of 8 & sell to my neighbors who have smaller properties or fewer invaders. NO MUSS-—NO FUSS
These days it is the tenants that bring in the bugs and rodents. They pile up trash and attract Rats. They also do a crap load of damage. All the while the state protects them. Not worth being a landlord these days.

Just had a short term tenant (unbeknownst to me). They just sold their house down the street in which they stayed there about 2 years. “Wasn’t their dream house.” So they said they were discouraged with house hunting and rented my place.
Less than 2 months later, they gave me a 25 day notice (and called it a 30 day notice—NOT) Said they had found their “dream house.” Moved out and left me with a parting gift.

I got suspicious when I saw the Terminix bill forwarded from the house they had sold earlier (shortly after they moved out).
Tell me you’ve never dealt with a rodent invasion without using that phrase.
Rats are smart as can be, sneaky, invasive and insistent. I had a geriatric cat put down because she told me it was time.
I had no idea how hard she had been working.
Within a WEEK, there were rats in my home, waltzing across the fireplace mantel.
The neighbourhood was mid to upper middle class, and my house is, was and always has been kept clean.
I have an old farm house. Had to get a cat because of the mice. There is no keeping them out physically. He is lazy and just eats and sleeps, but the mice stay away. I do get one or two passing through.

IOW, $8.73 million per address. This is clearly some bureaucratic injustice. Newspaper there is Gannett-owned "Democrat and Chronicle".

But you will get one heck of a stink until you find the dead rodents as they don’t always stay in place at the base of the poison but crawl away into hidden spaces to die. You have you find them by smell.
Glue strips are better, they step on one of those and they aren’t going anywhere. Place them in areas pets can’t get to.
