Red tape, you bet. Two black guys I know tried to open a deli near where I live. They put up the money to rent a place, and buy inventory. Their business failed because federal and state regulations would not permit them to put any chairs in their establishment.
Who would want to eat at a deli that had no chairs? The whole thing sounds unbelievable. But I looked it up. If you don’t have a proper (and very expensive) handicapped restroom, your establishment cannot have any chairs. It’s insane, totally insane.
Oh, and is it important to mention that the two guys were black? Yes, I think so. Here were two people who came from nothing, and tried to make something of themselves. And the bureaucracy ground them into dust.
