Quick summary: 95% of people are immune. Takes very long prolonged exposure (months) for non-immune to contract leprosy. Leprosy is curable with proper anti-biotics. Better chance of getting hit by lightning.

The vaccine is not giving them leprosy, but it does seem it could speed up the signs of a latent infection.

Leprosy takes many years to show itself. If the vaccine blunts the immune response, or encourages a bacterium to grow, it could reduce the number of years to get symptoms.
