Sorry but this kid deserves at least 20 years in prison. Keep him in juvenile prison until he is 21 and then off to adult prison. Maybe if these young teen punks would see their peers locked up for half their life they might reconsider committing crimes like this. The punk’s parents, most likely parent, also need jail time for letting their kid run feral.
The kid lives with his Grandmother, his parents are both in and out of jail pretty much continuously.
No one here asks why the victim didn’t call the cops. Cell phones are closer than a pay phone that doesn’t exist.
She did and they tried locating the car, but missed. Of course APD is undermanned, and led by a complete political tool.

Just last weekend there was a 15yo who stole a car and led police on a high speed chase.
The chase ended when the kid lost control and crashed into a high pressure gas regulator pit causing a massive gas leak. The kicker is that there was not only a gun in the car but a 3yo toddler.
