Kaliningrad “enclave” is the principal base (Baltiysk/Pillau) for the Russian NAVY (Baltic Fleet plus land & air forces). The breakup of the USSR deprived Russian NAVY of all bases in Estonia, Latvia and Lithuania, leaving Kaliningrad “enclave” as the fleet’s only ice-free naval outlet to the Baltic Sea. However, the Kaliningrad “enclave” is not contiguous with the national territory of Russia. Finnish gulf outlet isn’t ice-free.

You’re putting the cart before the horse. Russia was given Kaliningrad (Konigsberg) after WWII. Prior to that it was part of Prussia (specifically, East Prussia), which was part of the German Empire before WWI, and of the German Reich prior to and during WWII.
In other words, Russia WANTED Konigsberg, and it was given to Russia at Potsdam. So, Russia sreaching that it is “surrounded” is a joke, as that is what Russia opted for in 1945: It has been physically separated from Russian for generations.
So why not Shoot them— as good Lukashenko should? These are mercs... troublemakers hired for slaughtering anyone they are assigned. They are also the group Trump took out in one attack in Syria. They were stunned... the Wagner tough guys. Vodka venom and known who they are. The criminal Belarus is providing public relations for them.
