My concern is the waste of taxpayer money and potential harmful side effects of such a crazy scheme.
What we need to do is come up with someway to cover maybe half the earth with a shadow. Then move that shadow around the earth on a daily basis so that no spot on earth is always being heated by the sun or always in the shadow.
