I myself spent a few years as a company grade officer, and I can affirm your sense of field grades (about half of them being, to use a technical term, assholes).
In post #44 on this thread, I talk about several WWII generals. It turns out that General of the Army George Marshall focused real hard on appointments of division commanders and above, and promoted a lot of officers ahead of others, even by multiple ranks.
Marshall’s contribution to our war effort during WWII and later his service as Sec. of Defense and then as Sec. of State make him one of the greatest Americans who was not a president.

Off the top of my head, I can’t name a single Trump appointee who didn’t turn out to be a total flop. Maybe DeVos and Zinke were OK.
