I still think this was a cartel hit and that he had spotters inside the mall he was communicating with as to where his target was exiting.

I said why didn't someone run him over and pin him to the pavement. Now, obviously I say this with the caveat of Monday morning quarterbacking, not being actually in the situation and not knowing what I would do if this happened in front of me because I would still be risking my life if he whipped around and started shooting as I approached.
But a vehicle could be an equalizer in this situation.
