(California) AB 742: Proposed State Bill To Ban The Use Of Police Canines

Dear Sheriff Bianco;

I’ve been quite repelled by the asinine assembly bill to ban the use of police canines by California police agencies for the arrest and apprehension of criminal suspects, and for crowd control. I am certain that you find this bill quite disturbing as well.

If this utterly stupid and shortsighted Assembly Bill 742 is indeed passed, then I suggest that as Sheriff you merely trump this bill and raise the political ante by reaching for a new law enforcement tool. I would hope that you would seriously consider procuring and deploying robotic dogs as possible replacements for any retired Sheriff’s Canines that may occur due to a possible passage of AB-742.

The NYPD recently re-acquired a robotic dog as yet another tool to their law enforcement tool kit. The naive and low information Assemblymember who introduced this regressive public endangerment bill quite effectively exemplifies Abraham Maslow’s famous quote about cognitive bias … “If the only tool you have is a hammer, it is tempting to treat everything as if it were a nail.”

Assemblymember Corey Jackson, the sponsor of AB-742, seems to have a dull and rusty hammer for a brain and sees everything as a bunch of nails. Perhaps it would be fun and exciting if the Riverside County Sheriff’s Department performed a public demonstration of these robotic dogs outside of the 60th District office of this rather bizarre and unhinged assemblymember.

Lastly, most everyone recognizes that the Riverside County Sheriff’s Canines both serve and have sacrificed to the benefit of all residents of Riverside County.

K9 units = you are guilty or a threat until proven innocent. False positives are just an excitable treat away, the K9’s wish to please the handler and receive a treat when they literally perform for it.

Sure search the trunk. May I leave now, what? You are waiting for the K9 unit? Why?

So they pop a false positive on your vehicle for a big fine. Don’t think for one minute it doesn’t happen.

You are guilty or a threat until proven innocent. But they would rather impose a fine. It’s messed up.

Ha! You’re right. Cats are pretty much indifferent to everything. Police cats would be the same as the rest of them.

Time to start arresting the legislators in California for violating their oath of office. They have elevated the protections of certain individuals above the protection of the state as a whole.

How does a dog indicate a false positive on drugs? The drugs are either there or they’re not. The handler has to find the drugs that the dog alerts to.

K9s are the very best way to capture suspects that flee on foot.

Even the toughest gang member starts crying for their mama once a K9 gives them a couple of bites.

A: There have been instances of unethical dog handling practices in which the dog handler “baits” the dog to give a false positive which basically is sitting or maybe scratching. It’s a game to the dog like playing fetch it’s unethical as hell but it has happened, forcing an illegal search based on a dog’s reaction is not fiction.

It’s kind of a quandary for an average citizen who is doing nothing illegal. Also if the bottoms of your feet have come in contact with any kind of a substance the dog can pick up the scent and you will go to court. With a fine and possibly a charge. Canines are a wonderful tool but it’s getting to the point where misuse in a court of law been brought to light.

Have a lawyer handy on retainer perhaps. I keep a lawyer on retainer not for this specifically but for any litigation brought against me. And I’ve had to use this resource a couple of times.

Movies that show criminals running from Dobermans always made me laugh. Unless you are only a couple of feet from a closable door, they are going to catch you.
