The difference is that the Federal government has very little authority to enforce much of anything at all. Other than closing national parks and sending Federal employees to work from home, there wasn’t much to be done that actually had the force of law behind it.

That’s not true. Initially he followed Fauci, but Desantis eventually carved out his own path once the data came in. In any case, don’t make DeSantis the enemy. The difference between Trump and DeSantis is minimal. It’s mostly which style do you like best.
