That comment in itself is racist.
They are literally saying that minorities are too stupid to pass if they don’t lower the bar (no pun intended).
Unbelievable.
The number of essays on the exam will be decreased from eight to four, and the number of essay topics will be reduced from 14 to 10.
The clerkship requirement is also being lowered from 21 weeks to 12 weeks, and the mandatory list of 25 legal proceedings that potential lawyers must attend has been shortened to 18 out of 30 possible items.
The late application fee for law school graduates and attorneys admitted in other states has also been decreased.
It's a trend in Information Technology as well, e.g. employers expect 3rd party certifications OR give in house grueling technical interviews. Unfortunately though there is no alternate certification for practicing law that can be used in lieu of the Bar Exam.

The idea is that the African American community is better off if you unleash upon them a horde of incompetent lawyers.

Where there is a demand, there will be a supply. When it becomes widely known that many attorneys are not competent then a certification will be developed. Attorneys will advertise that they are certified by, say, The American Attirbt Board Certification Association. It will be for Criminal or Tort or whatever specialization. They’ll still need to pass the bar exam and any other rigmarole.
ANYONE can now be an ambulance-chaser.
This sentence is so self-contradictory as to be pure drivel. Yet, its author (and, likely, many people who have passed the bar exam) truly thinks it makes perfect sense.
It does not.
Equity is a Communist technique to eliminate the best people from the selection process. From that you get mediocre performance and accomplishment.
Another win for the war on merit.

So the black lawyer who is smart and committed will be tarred with the affirmative action broad brush.
