Keep in mind Oregon has legalized everything - including hallucinogenics like “magic” mushrooms. The guy was probably tripping on LDS or whatever.

Normally, that would be my first thought as well. But nowadays, there is a possibility that he is telling the truth. Maybe he knows something that the “powers that be” do not want disclosed. Maybe some cult IS actually after him! Of course, trying to get that information to the FBI might be the wrong move. They could be part of that cult.
Or, as you said, a psych evaluation might be a good idea.
