I think the man is most likely a migrant. My only proof of that is the article doesn’t mention the nationality of the offender. I think if it was a white UK citizen, they would have mentioned it.

London is now basically a Muslim city. And the police are incredibly sensitive to Muslim sensibilities.
It's possible, of course, but I would be surprised if the police picked on a Muslim man because of his interaction with a woman.

The difference is if the woman enjoys the attention or not from who is doing it.

Maybe not. There's a great,great BBC comedy series that I just discovered called "Harry & Paul". One of the running gags on the series is a short skit showing them up on a scaffold shouting rude comments at women passing by below. I think that this type of thing wasn't uncommon among "British" men once upon a time...these men typically being lower class,or working class,guys in their 30s...or maybe even 40s.
